Proposition 28 has made it an exciting time to be a music educator in California. To help you and your colleagues navigate the law’s implementation and associated funds, we’ve created an implementation guide, walkthrough video series, and funding request generator tool. We know that every school and district may implement these funds differently, but we nevertheless wanted to provide you with tools and ideas to help save you time and maximize your funds.

  • Is everyone being heard?
  • Do we have consensus on a funding approach?
  • Do we want to apply for a waiver?
  • How are we using the 1% monies dedicated to oversight?

Administration-Level Questions
  • What process is being used to make the final decision on budgets?
  • What are the deadlines for the decision-making process?
  • Who gets final say over whether monies are pooled from different schools? Which principal?

District-Level Questions
  • Is there a person at the district office we should be coordinating with?
  • How do we calculate staffing costs when we don’t have full access to benefits costs?
  • What metrics are we using to determine impact, (enrollment, new programs, GPA’s, student surveys, etc.)?
  • How do we calculate staffing costs when we don’t know the experience level of the person hired?
  • Can we pre-order materials / equipment now based on anticipated monies?
  • What is the process for establishing new part time positions?
  • What is the hiring process and timelines like for those positions?
State-Level Questions
  • When will the forms and guidelines and guidance for the waiver be available?
  • How do we plan for enrollment growth / decline and its impact on Prop. 28 funding?
